6月27日,2022年黄河三角洲“人才周”暨省级专家基层行启动仪式在我市举行。人力资源和社会保障部原副部长、中国人才研究会会长何宪,中国工程院院士、中国海洋大学教授李华军,市委副书记、市长、省黄三角农高区管委会主任陈必昌,省人力资源和社会保障厅党组成员、副厅长周春艳,山东人才发展集团有限公司党委副书记、总经理张祝秀,省高层次人才发展促进会常务副秘书长,山科控股集团党委书记、董事长董火民,市委常委、组织部部长刘忠远,市委常委、副市长杨同贤,中国海洋大学党委常委、副校长刘勇等出席。

何宪在致辞中说,黄河流域生态保护和高质量发展,是习近平总书记亲自谋划、亲自部署、亲自推动的重大国家战略。落地落实黄河重大国家战略,人才是“关键变量”,更是“最大增量”。近年来,东营市委、市政府高度重视人才工作,大力实施人才强市战略,持续深化人才工作体制机制改革,不断激发创新创业活力,人才工作亮点纷呈、特色凸显、成效显著。希望东营市积极融入国家战略,创新人才工作,在围绕自身特色产业链打造特色人才链、以人才链引领产业链发展等方面创新思路举措,不断做强人才链条、做大人才集群、做优人才生态,为全省、全国人才发展作出有益探索。

陈必昌在致辞中代表市委、市政府向各位来宾表示欢迎。他说,近年来,东营市坚持把人才作为创新发展的最大驱动、最强引擎,大力实施人才强市战略,引才聚才规模进一步扩大,人才引领作用进一步彰显,平台支撑体系进一步完善,形成了城市与人才相互成就、相得益彰的新格局。今天的东营,战略地位重要、机遇叠加蓄能,是各类人才施展才华的最佳舞台;资源禀赋突出、发展势头强劲,是各类人才创新创业的黄金热土;城市特色鲜明、发展环境一流,是各类人才宜居宜业的优选之地。真诚希望与各方面加深合作,让更多高层次人才、高端科技成果在黄河三角洲“落地生根”“开花结果”。我们将持续完善创新创业体系,努力创造更好环境、更优服务。

周春艳在致辞中说,近年来,东营市在人才机制创新、品牌打造、梯次培育和服务优化等方面取得突出成效,多项工作走在全省乃至全国前列。希望东营市全面落实人才引育创新要求,持续优化人才发展生态,吸引更多海内外优秀人才服务东营高质量发展,打造黄河三角洲特色人才集聚高地。希望与会嘉宾精准聚焦东营发展和创新需求,深化对接合作,在黄河流域生态保护、盐碱地治理、乡村振兴等方面发挥好示范引领作用,共同推动黄河重大国家战略在黄河入海口、在齐鲁大地上顺利实施、开花结果。

张祝秀表示,随着黄河重大国家战略全面实施,东营战略地位显著提升,迎来前所未有的重大历史机遇。山东人才集团作为东营市战略合作伙伴,将发挥好自身平台优势,继续深化与东营的合作交流,持续为人才交流、学术研讨、成果转化、需求对接搭建平台,助力东营人才市场化工作快速立基塑形、起步发展,助力黄河流域生态保护和高质量发展。

董火民表示,东营高度重视社会力量在人才工作中的积极作用,先后成立高层次人才发展促进会、博士联谊会等社会组织,持续吸引优秀人才集聚东营,营造起良好的人才发展生态。山东省高层次人才发展促进会在人才引育、项目推介、融资对接、人才评价等多方面与东营市建立了长期紧密的合作关系,下一步将继续发挥积极作用,凝聚更多领军人才资源,助力东营高质量发展。

启动仪式上,发布了东营市人才政策和人才引进计划;德国、奥地利和意大利三个人才工作站采取视频方式同步揭牌;为首批“梦想东营合伙人”颁发了聘书;邀请两位专家学者围绕如何集聚人才,做大做强海洋装备产业、加快创新型城市建设作了主旨报告。据了解,黄河三角洲“人才周”活动将持续一周,集中举办系列人才活动,为人才交流、学术研讨、成果转化、需求对接搭建平台,吸引集聚更多海内外英才关注东营、选择东营、扎根东营,投身黄河流域生态保护和高质量发展。(记者:文/李怀苹 图/田雨)

On June 27th, the launching ceremony of the 2022 Yellow River Delta “talent week” and provincial-level expert grass-roots tour activity was held in Dongying. He Xian, former Vice-Minister of Human Resources and Social Security and Chairman of China Talent Research Society, Li Huajun, Academician of Chinese Academy of Engineering and Professor of Ocean University of China, Chen Bichang, Deputy Secretary of CPC Dongying Municipal Committee, Mayor of Dongying City and Director of Administrative Committee of Agricultural High-tech Industry Demonstration Area of the Yellow River Delta of Shandong Province, Zhou Chunyan, Member of the Leading Party Members’ Group and Deputy Director of Shandong Provincial Department of Human Resources and Social Security, Zhang Zhuxiu, Deputy Secretary of Party Committee and General Manager of Shandong Talent Development Group, Dong Huomin, Executive Deputy Secretary General of Shandong Provincial High-level Talent Development Promotion Association, Secretary of the Party Committee and Chairman of Shandong Shanke Holding Group Co., Ltd., Liu Zhongyuan, Member of the Standing Committee and Director of the Organization Department of CPC Dongying Municipal Committee, Yang Tongxian, Member of the Standing Committee of CPC Dongying Municipal Committee and Vice Mayor of Dongying City, Liu Yong, Member of the Standing Committee of Party Committee and Vice President of Ocean University of China and others attended the ceremony.

He Xian said that the ecological conservation and high-quality development of the Yellow River Basin is a major national strategy directly planned, deployed and promoted by General Secretary Xi Jinping. In the implementation of the strategy, talents are the “key variable” as well as the “biggest increment”.

Chen Bichang, on behalf of CPC Dongying Municipal Committee and Dongying Municipal People’s Government, extended warm welcome to all the guests. He said that in recent years, Dongying has always taken talents as the biggest driving force and the most powerful engine of innovation and development, and vigorously implemented the strategy of vitalizing the city with talents. The scale of talent attraction and gathering has been further expanded, the leading role of talents has been further emphasized, and a new pattern in which the city and talents complement each other has been formed.

Zhou Chunyan said that in recent years, Dongying City has achieved outstanding results in talent mechanism innovation, brand building, echelon cultivation and service optimization, with various work in the front ranks of Shandong Province and even the whole country. It is hoped that Dongying City will fully implement the requirements for talent introduction, training and innovation, continue to improve the ecology of talent development, and work hard to create a talent gathering highland with the characteristics of the Yellow River Delta.

Zhang Zhuxiu said that with the full implementation of the major national strategy of the ecological conservation and high-quality development of the Yellow River Basin, Dongying’s strategic position has been significantly enhanced, and it has ushered in unprecedented historical opportunities. Shandong Talent Development Group, as a strategic partner of Dongying City, will give full play to its platform advantages and contribute to the ecological conservation and high-quality development of the Yellow River Basin.

Dong Huomin said that Dongying has always paid high attention to the positive role of social forces in talent work. Social organizations such as high-level talent development promotion association and doctor association have been established to attract excellent talents to Dongying and create a good ecology of talent development.

At the ceremony, the talent policy and talent introduction plan of Dongying City was released; the talent workstations in Germany, Austria and Italy were unveiled simultaneously by video; the first batch of “Partners of Dongying” were issued the letter of appointment; two experts and scholars were invited to give a keynote report on talent gathering, marine equipment industry improvement and innovative city construction.
